People have tendencies to develop skill sets or self destruction; some will rise no matter how bad their circumstances and some will fall despite every advantage. Circumstances, for most of us, play a part in our development and interaction with the societies around us.

Mr. Newhouse refers to studies he did that showed such influences. The aggregation of negative consequences and coincidences spell doom for many people, especially people without educational, emotional and community resources.
